요약 Ⅰ. Title
  Construction of Forecasting and Warning System for Disaster Risk Reduction in Vietnam & Lao PDR

Ⅱ. Objectives
  1. To improve Vietnam’s/Laos’s capacity to respond to flood disasters and reduce flood damage to citizens through
constructing a localized FEWS based on the flood characteristics of the country;
  2. To transfer FEWS and ARWS technologies to Vietnam/Laos to help the country build disaster prevention capacity; and
  3. To train & educate relevant government workers and experts involved in disaster management & prevention practices, which would be helpful in ensuring the sustainability of the FEWS

Ⅲ. Contents
  1. Performance of Site Survey
    A. Conduct a suitability assessment of the project area selected based on the results of its status survey
    B. Survey & collect basic data covering the target basin, i.e. theNgoi Thia River basin/the Nam Sane River basin
    C. Determine the locations of rainfall & water level stations and warning posts (based on the results of a site survey), and
        survey local communications environment and infrastructure
    D. Consult with institutional stakeholders to identify project-related needs
  2. Construction of ARWS
    A. Survey the status of existing relevant facilities
    B. Design & make the components of the ARWS (incl. rain gauges and water level gauges)
    C. Deliver the ARWS components along with customs clearance
    D. Construct the ARWS along with data linkage or integration
    E. Stabilize & maintain the ARWS
  3. Construction of FEWS
    A. Survey the status of the existing system and analyze users‘ needs
    B. Proceed with system analysis & design
    C. Construct a Web GIS-based integrated FEWS
    D. Construct a mobile system
  4. Correction & Calibration of ARWS & FEWS
  5. Performance of River Surveying Works and Hydraulic & Hydrologic Analysis
    A. Undertake topographic surveying & river cross sectioning works to produce relevant data (DEM, cross-sections, etc.)
    B. Estimate probable rainfall, flood and FWL to identify flood characteristics
    C. Perform an in-depth inundation analysis of the selected river reaches
    D. Develop flood early warning criteria localized to the flood and inundation characteristics of the target river, i.e. the Ngoi
        Thia River basin/the Nam Sane River basin
    E. Derive rainfall-runoff-water level curves based on the results of a hydraulic & hydrologic analysis
  6. Flood Risk Analysis & Mapping
  7. Training & Education of Relevant Personnel and Experts
    A. Develop operation & maintenance manuals for the FEWS and ARWS
    B. Train & educate relevant government works and experts involved in disaster management & prevention practices

  2. Web GIS-based integrated FEWS
  3. Localized flood warning infrastructure & criteria (developed based on the flood characteristics of the Ngio Thia River basin)
